The 30th Consolidated Report of the Secretary General of the Council of Europe: "The Conflict in Georgia"

On 27 November 2024, during the 1513th meeting of the Committee of Ministers’ Deputies of the Council of Europe, the 30th Consolidated Report of the Secretary General of the Council of Europe, titled "The Conflict in Georgia," was discussed. The meeting was attended by the First Deputy Minister of Foreign Affairs of Georgia, Lasha Darsalia.

The Secretary General’s 30th report covers the period from April to September 2024, detailing the dire security, human rights, and humanitarian situation in the Russian-occupied regions of Georgia and along the occupation line.

During the discussion of the consolidated report at the Committee of Ministers’ Deputies, Alain Berset expressed deep concern over the severe security, humanitarian, and human rights conditions in the Russian-occupied regions of Georgia. He reaffirmed the Council of Europe’s commitment to continuing its work within its mandate, including maintaining the practice of adopting consolidated reports. The Secretary General commended Georgia's peace policy in the context of conflict resolution.

The First Deputy Minister of Foreign Affairs, Lasha Darsalia, addressed the participants of the meeting. He expressed gratitude to the newly elected Secretary General of the Council of Europe and the Committee of Ministers for adopting the consolidated report and for keeping Georgia’s issue on the Council of Europe’s agenda. Darsalia provided an overview of the current situation on the ground, highlighting Russia’s violations of the 12 August 2008 ceasefire agreement and the intensification of Russia’s effective control over Georgian territories. He emphasized the judgments of the European Court of Human Rights, which confirm the occupation and effective control of Georgia's regions by Russia.

In conclusion, the First Deputy Minister reaffirmed the Georgian government’s commitment to its peace policy for conflict resolution and thanked the member states of the Council of Europe and the European Union for their supportive statements.

The Ministry of Foreign Affairs of Georgia welcomes the 30th Consolidated Report of the Secretary General of the Council of Europe and underscores the importance of maintaining this issue on the political agenda of the Council of Europe.
